Find out about any local Amateur Radio clubs. Check out you local meetup group (meetup.com).

It’s hard to learn by yourself.

You can start with an AA degree in Electronics at a two year college. It will give you a foundation in Electronics theory.

Purchase a kit project from your local electronic shop.

Study the instruction and build it.

Learning electronics is a long but fascinating task.

To design circuits you MUST be good at higher level maths.

Buy a book from the hobby shop.

I teach a night school course at my local community college in “electronic fabrication”.

Course contents include: soldering, drilling, making circuit boards, reading schematics.

Sign up for an evening course at your local high school or college. Or join the amateur radio club - I used to teach the basic license course there too.
